The rulebook says to shuffle and reveal the areas at random.

No — the rulebook has you shuffle the area boards and flip them over one by one, so the layout is random. The diagram only shows the arrangement of spaces, and the player-count marks on the tile backs just tell you which tiles to return to the box.
