Can I place fewer assistants than the placement step allows, or none at all?
The rulebook says you may place 1, 2 or 3; players agree zero is allowed too.

Yes. Placement is up to three assistants in different areas, or two in one area. The rulebook says you may place 1, 2 or 3, and players agree that placing none is also fine. If you have no assistants in hand you simply place none. You then move the President as normal or return it to your hand.
