Use the area boards the setup table allows for 2 players. Leave out the Canal, Chinatown, Laboratory B and Port B, plus one each of Copper Mine, Silk Mill, Tea Plantation and Fishing Port. Of the management boards, Laboratory B and Port B stay in the box, while Port A, Laboratory A, Church and Customs are used.
