Do I roll for a border before or after moving across it?
The rulebook gives the border procedure, and the designer agreed.

You move first, then face the border's effect, such as nebula stranding or hazard damage. Planetary shields are the exception: the shield roll is made before the move, and a low roll can stop you crossing. The designer called this the best reading in the absence of an earlier ruling.
