Can a Stranded ship keep harvesting in a nebula when it is out of energy?
The rulebook's Stranded section limits a Stranded ship to Impulse movement and Minor Actions, and Harvest is not listed as Minor.

No. A Stranded ship (no Energy and no Armed Markers) can only move at Impulse speed and take (Minor) Actions. Harvesting is a normal Action, not a Minor one, so it cannot be done.
