How much does it cost to re-arm shield markers, and can I do it when attacked on another player's turn?

Re-arming costs 1 Energy per marker. After defending an attack you may re-arm the shield markers you just spent immediately, even on another player's turn; any you do not re-arm go to Disarmed, and markers spent on earlier actions are unaffected.
