How does an NPC route when the direct path is blocked, and will it cross asteroids or planetary shields?

It takes the shortest path that avoids asteroids, ice asteroids, debris and planetary borders. If none exists it allows asteroids (as few as possible), then ice asteroids, then debris, then planetary borders, and if it is still impossible it moves as close as it can and stops. An NPC whose only way to its target is through a planetary shield, even with a bounty, will go through. This spells out the base rulebook's blunt 'NPCs avoid these' wording.
