Can I start or reveal a mission whose start or destination sector has not been revealed yet?

Yes, to a point. You can start a mission once its starting sector is on the board, and you can start and reveal it before the destination tile is in play; payment is worked out when the ending tile appears. The mission cannot be finished until its sectors exist, so it may sit in hand until the sector appears, or you can swap it at a mission point.
