Does the Menace title count if shields block all the damage to my targets, and do rams or special weapons count as attacks?

Question

Accepted Answer

Yes to both. The title is about attacking two ships in a turn, not damaging them, so fully blocked attacks count. Ramming counts as an attack, and special abilities that attack should too.
