Will NPCs break through a Lawful planet's shield, such as the Scoundrel chasing me?

In multiplayer the base rules say the Scoundrel won't enter Lawful planets, so you can hide there. The designer confirmed that intent. In solo the Scoundrel and other Outlaw NPCs try to get through the shield, even blowing themselves up. If the only route is through shields, an Outlaw Merchant will go through them too. In solo, if it breaches a shield to attack you, its bounty rises with the roll.
