In solo, do the behavior cards replace the NPC's normal behavior?
The designer quoted the solo rules in several threads.
Yes. The drawn behavior card replaces the NPC's normal pattern, so only the card governs its turn. The base NPC card still supplies spawning, including the Scoundrel's 2,000 cR starting bounty, and the Merchant's trade route. Use the NPC Stats card for everything else. Because the card replaces normal rules, solo Merchants don't collect credits like multiplayer ones.
