Can you buy cargo cubes when only one hold space is empty?
The designer stated his intent but allowed either reading.

The designer's original intent was that you need two empty hold spaces to buy a two-cube lot, but he said either reading works if your group agrees. In a later answer he ruled that with only one free space you may buy a single cube for 1,000cR, or jettison a cube first to buy two.
