What do I need for an Arms Dealer mission, and can I keep the extra mod?

You must provide your own outfit; you can deliver one you already had in your hold before drawing the mission, and you do not get it for free. A mod you also deliver can stay in your hold afterwards, since mods may be kept there at any time, though some only work attached to an outfit.
