In solo setup, do I deal myself NPC cards, and do I need the base NPC cards?

No cards are dealt. Solo uses the behavior cards, and each NPC's behavior is revealed when it spawns. The Enforcer and Scoundrel usually spawn early. The solo expansion has the NPC stat cards, so you need the base NPC cards only for the Merchant's trade route.
