No. The 1-coin base cost belongs to taking the Entice action, and an effect that plays the dragon is not that action. Pay only the dragon's own printed cost, reduced or waived as the effect says; a printed coin or egg on the dragon is still paid unless the effect says free or names that cost. This also holds for the Rainforest Guild and for cave cards that play a dragon.
