Does the Level II card's wild weak Ally chip symbol give an extra chip?

Players disagree. Some read the any-weak-Ally symbol as just describing which chip goes on your Forge track; others read it as a separate bonus, so you also gain a weak Ally chip into your bag. The second reading seems more common among replies here, but there is no official ruling.
