Does Twice as Fast give a Supporter if the card has no Supporters, and can it trigger the turn I unlock it?

Yes, passing another Leader and gaining a card with 0 units still lets you place the extra Supporter. Passing means moving your Leader past another Leader's standee. It cannot trigger on the turn you unlock it.
