What if I have no Supporters in my supply when a card says to place some?

For each unit you cannot place, you may return a Supporter (or Wonderlandian) you control from the board and place it in a Region. They may come from several Regions, and it works when you are only partly short too (with 1 in supply and 3 to place, return 2).
