When does the Jabberwock place Poison chips?
The rulebook states this directly.

At the start of each of his turns, if no Poison chip is on the Tea Party board, he places one on any card. Whoever takes that card gains it; if the Jabberwock takes it, it returns to his supply. Leftover Poison returns at the end of the Tea Party.
