How does Cheshire's Vanishing Army work?

In the Region where you place the Cat, remove a Supporter of a player who has the most units there (or tied for most) and replace it with one of your own Supporters. If you already have strictly the most units, nothing happens. Ties are your choice. With no Supporters in supply you may move one from another Region, but never a Wonderlandian.
