Can I use the 2-for-1 food exchange when a power plays a bird, or only on the Play a Bird action?
A Stonemaier staff reply said it applies whenever you are playing a bird.

You can use it any time you play a bird, including when a power plays it or the bird has a round-end power. You may spend any 2 food as if they were 1 food of the type you need. It only works to pay a bird's cost, not to convert food elsewhere in the game.
