Do the Snow Bunting and European Goldfinch trigger when another player tucks a card for any reason?
Yes, whatever the reason, including predator effects, but only once between turns, and only a card from your hand (so no hand cards, no tuck). They do not trigger on your own turn or during round-end powers. The Snow Bunting's draw comes from leftovers in the tray before the refill.
