Do the Eurasian Green Woodpecker and other double-counting birds count double for every goal?
No. They count double only when the goal counts birds (total birds, birds in a row or habitat, birds with no eggs, birds with tucked cards), not for goals counting eggs, food cost, columns, action cubes or cards in hand. The first answer in the thread said 'every goal', but the same person revised it to this birds-only rule and confirmed it goal by goal.
