Can a lights City Plan and a house-based plan use the same houses?
Yes for lights, no for house-based plans. Houses and estates can be used by only one plan, but lights, pools, parks, Bis and temp plans do not use up houses. So a lights string and a full-street or first-and-last-house plan can both be completed, while a full street used for one plan cannot be used again for another house plan.
