What counts as an estate "without lights" for a Winter City Plan?
The estate must be completely free of lights, even on its sides: a neighbouring house that links to it by consecutive numbers disqualifies it. Lights have to be drawn as soon as you write the numbers, so you cannot claim a no-lights plan and add lights afterwards.
