Can I use the Temp Agency without changing the number, and do I still cross off a box?
The designer ruled that a zero adjustment is allowed, overriding the rulebook text that says only 1 or 2.

Yes. You may add or subtract 0, 1 or 2, so you can keep the printed number and still cross off one Temp Agency box. The rulebook text only says "1 or 2", but the designer ruled that 0 is allowed and the player aid prints plus or minus 0, 1, 2. Using the card is what earns the box, which counts toward the temp majority at the end.
