Do I need a legal spot for the printed number before I can use the Temp Agency?
No. You only need to be able to place some number within the Temp Agency range of the printed one. For example, with a 10 plus Temp Agency you can write any of 8, 9, 10, 11 or 12 as long as one of them fits. Adjusting the number before you write it is the whole point of the card.
