For the Spring plan needing 2-, 3- and 4-house estates without eggs, can houses with eggs be in them?

Yes, as long as the eggs are not collected. Eggs are collected only when you write 0, 6, 8, 9, 10 or 16; any other number leaves the eggs uncollected, so such a house is fine, and the estate still counts.
