How do I set up the base solo game with the Solo card?
The rulebook describes the setup and the designer confirmed the details in 2018 and 2021.

Split the Construction deck (effect side up) into two stacks, shuffle the Solo card into only one of them, and put that stack under the other without shuffling again. The Solo card is the City Plan card with the large Welcome To logo in the middle. The stacks do not have to be exactly equal: a 41-card stack and a 40-card stack with the Solo card added is fine. Shuffling the Solo card into the bottom half gives a random number of turns to finish the plans.
