Players quote the solo rules' no-reshuffle sentence and the rulebook ends the game when the stack is empty; one German-rules reading disagrees.

No reshuffle. In the base solo game the game ends when the Construction deck is empty (27 turns with all 81 cards, playing out the final three cards) or when one of the normal end conditions is met. The first City Plan does not trigger a reshuffle as it does in the multiplayer game. Some translations are less clear, but the English rule is that you cannot shuffle the stack after the first plan.
