What happens when the Solo card is drawn?
The rulebook says all Plans become approved; the replacement draw comes from players' reports.

All three City Plans are turned to their Approved side immediately, so any plan you complete afterwards scores only the lower value, and play continues. The rulebook does not say what to do with the Solo card itself; players report discarding it and drawing a replacement so you still have three cards to choose from.
