Does a roundabout come with fences, and can I build it next to an existing fence or at the end of a street?

Yes to all. Building a roundabout draws a fence on each side for free, only the house space has to be empty, and it can be at the first or last space of a street. If a fence is already beside it you simply do not gain that fence; the roundabout is still allowed.
