The game ends immediately when any player crosses off their third building permit refusal, achieves all three City Plans, or builds every house on their streets. Note "a player": one architect completing all three plans ends it, not three separate players. Running out of Construction cards does not end the game; you simply reshuffle. Because everyone plays simultaneously, tables usually let the turn in progress finish before scoring.
