What happens if two players complete the same City Plan on the same turn?
The rulebook says "the first player(s)" completing a plan in the same turn score the higher amount.

All of them score the higher (Project side) value. The card is then flipped to its Approved side, so anyone who completes that plan on a later turn scores only the lower value. Points are not split between the players.
