Does a City Plan about pools, parks, temps or bis use up the houses so they cannot serve another plan?
The designer stated the distinction in 2018 and again in 2021.
No. Only plans that target houses or estates (estate sets, a whole street, first and last houses) lock the houses they use. Plans about pools, parks, temp workers or bis do not mark houses, so those houses stay available for another plan. A pool used for a plan does not invalidate its house either. This also means a five-bis plan does not lock its street.
