Can I add fences to estates after claiming a City Plan, and should I fence before claiming a whole-street plan?
The designer ruled on the whole-street and partial cases in 2020 and 2021.

No fences after: once an estate has fulfilled a City Plan it cannot be subdivided, and claiming a whole-street plan counts every estate on that street as used. So place any fences you want in that street before you claim the plan. Plans that mark only some houses (such as first and last house of each street) leave the other parts of the estates open to fences. Fences do not stop you from completing a plan that does not depend on estates.
