Can I use Bis on a house with a planned pool, and do I score the pool?
Two players agree and it follows the Pool Manufacturer rule, but there is no official post on Bis specifically.

Yes, you can number a pool house via Bis, but you do not circle the pool or score it. A pool is built only when the Pool Manufacturer card's number is written in that house.
