Can I use the Water action if I wrote the number in a space without a water tank?
The designer answered this directly on BGG. It matches the rulebook.

No. The Water action only works when the number goes into a space that has a water tank, and it only circles that very tank. Writing the number elsewhere forfeits the action; you can't circle a tank in another space instead.
