Can I write a number in a water or plant space even if my action isn't Water or Plant (and the reverse)?

Yes. You may always write a Water or Plant combination's number outside the intended spaces, and write other numbers into water or plant spaces, but then you can't perform the Water or Plant action. Individual Adventures can override this, so check the Adventure's own rules.
