How does a virus spread when its quarter isn't full, and what stops it?

It infects one empty housing space of your choice in its own quarter. Only when that quarter is complete does it also infect one space in each neighbouring quarter linked by an open walkway. A closed walkway or a complete neighbouring quarter stops it; it doesn't continue past a complete quarter.
