Does the number I write have to match the water tank to circle it, and what if I write in a water space with another action?

The number's value doesn't matter. You circle the tank when you write your number there using a Water combination, and score the tank's printed value. A Planning X or another action in that space doesn't circle it; the water is lost for scoring (you may cross it out).
