Do uncircled System Error boxes matter, and can I cross them off?
No to both. Only circled errors need to be crossed off to launch, and only circled errors can be crossed off, via a rocket effect. Uncircled boxes cost nothing and don't block a launch, in multiplayer or against ASTRA.
