The AI spends 1 Black Influence if it is behind your marker at the start of its action, 2 if in the same column, 3 if ahead; if it lacks the Influence it cannot make the extra step. Per the designer, when both share a space the AI counts as ahead. This applies to any Journaling, including its Focus action.
