How does the draw-3-keep-1 option work for Land and Water cards, and what does it cost?
When a die placement acquires a Land or Water card, you may instead draw 3 from the deck and keep 1 (you must keep one). It needs an available Pigeon or 1 extra Provision, on top of the action's normal cost. The Provision to draw from the deck is paid in addition to the 2 Provisions the starting City or Harbour space asks for.
