Yes, by the printed rulebook. The fallback reads "or, in the case of a joker, any color", and the official app plays it that way. A 2023 forum post proposed a narrower reading (only the named colour) as an erratum, but it does not come from a flagged designer or publisher account and is not in the rulebook, so some groups may play it differently. Agree with your opponent beforehand.
