As the Editor, can I switch to the card's event after asking Nixon for a colour and being told no?
No. Once you ask for a colour you have chosen the value part. If Nixon has no matching face-down token, you may move the initiative token, the momentum token or a face-up token of that colour; if none of those is possible you move nothing.
