They are meant to stay active. The rulebook says to ignore a stunned enemy's abilities during Step 3, but the editor clarified that this covers only attack-related abilities, and the publisher called the discrepancy for Shade and Juggernaut minor. Older printings word it loosely, so follow the clarification.
