Can a card's 'use an action' ability be used more than once in a round?

Generally yes. The limit applies to playing the card, not to using its action, so abilities like Denethor's can repeat. Some cards limit themselves, such as the Palantir of Orthanc (once per round) or Eowyn's when-played effect.
