Yes. You may pass if EITHER your hand is at or below your carryover limit (default 2) OR you hold fewer cards than each enemy player individually; only one condition is needed and opponents' hands are never added together. A pass does not take you out of the round: you act again on your next turn, and may be forced to play if you no longer qualify.
