Can Mirkwood Skirmishers' action be used the same round it is played into reserve?

For the eye-marked solo/co-op version, yes: the same-round move restriction does not apply to bot cards, and it can be used only once because it leaves reserve when used. The standard multiplayer card instead says to eliminate it to activate Woodland Realm.
